Somaliland Energy Commission

The Somaliland Energy Commission (SEC) is a regulatory body established in July 2020 to oversee and regulate the energy sector within Somaliland with the primary goal of ensuring the provision of reliable, safe, affordable, and sustainable electricity supply that meets consumers' needs, promote innovation and efficiency through competition, and advances environmental stewardship for long-term sector growth.

The Somaliland Energy Electricity Act (SEEA) (Law No. 81/2018) lays down a comprehensive legal framework defining the energy sector's regulatory landscape. This foundational legislation not only establishes the SEC's legal status and authority but also delineates its functions, decision-making prerogatives, and the extent of its oversight across the electricity sector.

The SEC was established with the vision of guiding Somaliland towards an energy-secure future, focusing on sustainability, market competitiveness, and consumer satisfaction and protection. Its mandate encompasses regulating the generation, transmission, distribution, and sale of electricity of Somaliland. It also ensures that the sector operates with efficiency, transparency, and accountability, safeguarding the interests of consumers, and maintaining the integrity of the nation's energy infrastructure.

Since its establishment, the SEC has been dedicated to fostering a robust and efficient energy market, underpinned by a commitment to innovation, consumer protection, and environmental stewardship.
